Trying To Identify An American Black And White Film From Around The Early 1950S

I asked this question several years ago but have still not managed to identify the film. Does anybody know of a suitable American forum?
American B&W film. Summertime, two men in in stetsons and lightweight suits, outside a golf? club.
Man A asks Man B if he can get him membership.
Man B. "I'll try".
Scene moves to a committee room where each member is given a black and a white ball. Man A is proposed. The bag is passed round and balls are put in it, but when it is emptied amongst the white balls there is a black one. Membership denied.
Outside again.
Man B says to Man A, "Sorry but someone blackballed you". Man A goes away, whereupon Man B opens his hand and in it is a white ball.
What is the film and story?

Seems basically the same outline of the story I related, but my memory is vivid and the scenes I saw are more or less as described. Definitely a bag shaken out; definitely a white ball in the palm of the hand etc. So there is now another mystery. Storyline plagiarised, or a remake?
