The kiss was a moment of inappropriate behaviour in the heat of the moment.

The official's arrogance, stubborness, and unwillingness to handle his behaviour appropriately is what caused his downfall.

A simple explanation, an apology, and the whole thing would have been dealt with.

I agree with Naomi. Rubiales may be an arrogant man but i did not see any form of sexual misconduct. his kiss was a split second peck on her lips which is hardly a crime. It is a sign of the times that an incident is jumped on by the outraged bandwagon. Meanwhile she who had her hands on his hips carries on as if nothing happened and he has lost his job. Where is the justice in that?.

If the woman had behaved in a sensible manner, she would have moved on to receive congratulations from the next in line without a word. None of this was necessary - not a bit of it. This ever-growing snowflake mentality where offence and the demand for apology take precedence over common sense, carpets this world with fragile eggshells - and that makes it a miserable and precarious place to tread. She's certainly succeeded in putting a damper on what should have been a supremely joyous occasion.
