If the native culture doesn't change then you see no continuation of the competent management beforehand, but instead a slide back to power groups vying to gather most wealth for themselves and disregarding responsibilities to the people. Lack of experience doesn't help either. Not that all nations outside of Africa strive to be best either. Plenty of despots in some continents. (And those nations you see as being at the top of ability to govern seem to still have politicians first interested in themselves, and then keeping in with global groups demands at any cost.)
