Althought the customer (PO) should be ultimately responsible shouldnt Fujitsu also be?  It appears they kne about issues and even were able to amend live data.

And on top of that they have other lucrative Government contracts.

they are a devil to find and fix, which is why people who find and fix them are highly paid skilful technicians.

I really  have no idea why MPs ( not a party  to any  of this, pun intended haw haw haw) are questioning Fujitsu about someone else's sins. But as Thatcher said -  it is a funny old world
