No they don't. They deserve some respect for making the effort to 'connive' for the benefit of the tourists.

They don't have to be there. It could just be cops with guns, but they don't look as good when you're showing your holiday snaps back home.

If you want to see an effective deterrent go to India where retired soldiers -often bearded Sikhs, sit on chairs outside banks holding huge deadly looking rifles.
