I believe,if my memory serves, there is/was a specific offence under the Construction and Use Act or some other Traffic law about unlawfully  tampering with a vehicle. I recall a few years back,when Boris was London Mayor, a surprise heavy snowfall hit us overnight in London. An appeal went out asking 4x4 owners to rescue these and other stranded vehicles. I was able to drive my wife to Queen Mary's in my 4x4 (10 miles). Only one other nurse attended her dept that day and she walked the same distance.I have always owned a 4x4 since.

sorry but i don't think "enjoying the elevated position" of one of these cars gives someone the right to excessively pollute the air that everybody uses. it's like saying everyone else should let you chuck litter out of your window or defecate in the street because you find the sensation enjoyable.
