Care leader for the elderly advive??

My wife is currently working in a care home for the elderly and working towards gaining NVQ level III in Care work.. At the moment she is an "acting" care leader but covering an employee on maternity leave as a care leader in a home.. there have been many vacancies for the position of "care leader" within the homes network and she has been interviewed many times (5 upto now).. on each occasion she has been turned down for the job.. what would be the advice? i and her work colleagues have no doubt about her abilities as she is already doing the job she is applying for.. Would it be best to stick with it and hope that her day will come or look for the same position away from her current employers??

I have also told her she should go to find out from them what she needs to do to improve her chances.. she is still awaiting feedback from that.. thanks once again
This is a bit of a rush as I'm dashing out shortly. But a couple of thoughts: She must pursue the interviewers and get them to say why she has not been promoted. They may just have very good reasons. If so it will be up to your wife to address the points. If she is unhappy with their response, or if a response is not forthcoming then they will have had their chance - go above their heads. And I would certainly look around for a job elsewhere. If there are any developments let us know and no doubt we'll have some more pointers. Best of luck.
