Is this fair?

I got a speeding ticket the other week (my fault should not speed it was a genuine mistake im sorry ) But the thing that gets me is that if i keep my mouth shut and accept the �60 and 3 points its all done and dusted but if i dare to contest against it or ask to have a fair hearing i could stand to pay �1000 and have 6 points on my licence! Surely its not right to increase the pently when a person asks to have a fair hearing in any crime. is this a Democracy
