I wish I could offer some sort of answer to help, but I'm stuck in the same situation, 3 Border collie sheep dogs kept in a 8ft x 6ft Pen, 2 of them seem docile enough but the other is a snarling beast and i have no doubt it would inflict a sore bite if given the chance... the pen has been constructed no more than 3 ft from my driveway and I have to walk past it every day if I have to go out to the garage, Barking, whining, howling and snarling through the fence at me has become the norm if I go anywhere outside the backdoor of the house, in fact I only have to turn the handle of the backdoor to start the barking off.... Now the owner only has to shout at them and they stop, all good you'd think, but sadly he is never there the majority of the time and we have to suffer the noise... Again I'm a dog lover and I would be more concerned if the dogs never barked but there is a distinct difference between a dogs friendly 'look at me' bark compared to the' come any closer and you get it' bark from a stressed and bored neglected animal... What is the answer here... How do you approach this... If the neighbour has control over the dogs when he's there, and never see's them when they are howling snarling beasts....
