Supplying of Class C drugs?

My brother was in a flat with 2 other men they were ocassionally class A drug users Cocaine. My brother was found dead in this flat, and the 2 men were arrested on suspicion of murder as the police have informed us that another young male had been found dead in the flat 5 months earlier. (Hence the arrest of suspecion of murder). However in his post mortem he was found with Tamazepan and Methadone in his body no alcohol or cocaine at all. One of the men is too ill to question, the other has admitted to giving my brother tamazepan but not the methadone which was in tablet form. No fingerprints were found on the empty packet of tablets that were found in the bin. (I find that strange as I thought Police can get fingerprints off of everything). So now the CPS said we haven't got a case for manslaughter, even though we know deep down that my brother wouldn't have taken a overdose. We are still waiting for the coroner court to make a desicion on the inquest into his death. The man involved was charged with supplying a class c drug. Even though the first young male died in the similar way. Can the coroner request a charge of manslaughter, can he override the CPS

the heroin addict opposite me burgled my neighbours house pooed on his carpet knicked the keys to his car and was caught with over � 2000 worth of stolen goods in the car 6 hours later when he wrote it off. he was given a suspended sentance even though it was his 12th time up in court for theft.
he now has a camera pointed at my neighbours house and can watch his comings and goings at lesure.
when my neighbour reported this to the police he was warned that he himself risked arrest if he so much as went near the smack'eds property cos there is nothing illegal in what the man is doing and the camera is a security measure in case the scummy get is burgled.
can you beleive that

2 suspicious deaths in 5 months and the law does not give a damn.
im sorry passion you must be devastated . try whatever you can to get the person in the dock and let a lawyer at them , ive no doubt they will crack. its getting them in the dock that will be hard

and you do realize that they wont be jailed anyway

From the coroner's point of view your brother may have willingly taken the drugs, not to kill himself but to get high, and however much the family may protest that he doesn't take drugs etc, they've heard it all before, and quite often families don't know everything about each other's lives. If that is the case then the most the other men can be charged with is supplying the drugs, if there is evidence to support this, or they confess. The fact that someone else died in the flat of a drug overdose simply indicates that users frequent the place, not that murderers do. I know it must be very difficult for you to accept that your brother has died in this manner, leaving so many unanswered questions, but the best thing you can do is try and move on, because you will never be able to conclusively prove anything, and you will only make yourself ill with the stress of trying.

I am terribly sorry that your brother died in these circumstances.

In short the coroner has not been able to refer anyone for manslaughter charges since 1975. That is, he could and now he can't, rule change in that year.

There is quite a famous case about feeding people drugs and manslaughter - but it took a long time - about 15 years. The big problem is a the question of consent - he asked me for the drugs or he asked me to feed him. SIince all three are out of their heads, it is difficult to eestablish any fact let alone beyond reasonable doubt.

I am sorry this has happened, and obviously I have no real idea of the distress your family is in......
