we hear of european migrants coming here to work living in overcrowded houses , how are these properties charged for council tax

bring back the poll tax.
what ever is wrong with paying for what you receive?
if they are crammed into a normal house the council tax they might pay will be the same as for two residents.
look at your council tax pie chart and see where your money goes.
i am actually in favour of immigrants coming here, after all where else would i spend all my taxes?

Fundamental reason poll tax will fail is because houses stay in one place, people don't. HMRC have enough trouble tracking people down to pay income tax, so they do it through their employer (who is also easily tracked down). Council tax is very simply levied on the house and its occupiers.
