English Cocker Spaniel barking mad

Kobe is a three year-old English Cocker Spaniel boy. We adopted him when he was two. When he first joined our family, he was a scared and shy little puppy, but as time goes by, he's becoming more and more fierce. Especailly after we adopted our second dog, also a Cocker, 10 year-old female. He seems to believe that she's his property and never let her out of his sight.
Lately, when we go to our routine daily walkie, Kobe will bark at anything that move. whenever another dog comes into his eye sight, he'll still barking and jumping and behave like a mad case. We've ran out of ideas to train him, can you please help us?
