It followed Camp David talks with Bill Clinton when ex-prime minister of Israel Ehud Barak agreed to return 90% of the occupied territories to Palestinian control. Yassir Arafat, the Palestinian leader, raised new demands and the talks collapsed.
Blame was placed on Mr Arafat at first. However, analysts now say that the talks were ill-prepared and Bill Clinton was in too much of a hurry to reach a conclusion.
Regarding the west. The Bush government has stayed pretty much out of things. The EU insists that violence has to end before talks can restart.
