Apparently to show them how they would have be treated in 'olden days'! In comparison to what exactly, how they are treated nowadays, given free entry to attractions? Any comments?

theland positive discrimination strikes again. And you can bet your boots that those same young offenders are earning a fortune, have their own business' and know every trick in the book to avoid paying taxes etc. Gross generalisation I know but you get my drift.
