Five million crimes and no-one punished
It has been revealed that only one in eight crimes resulted in a criminal charge being made or the culprit brought before the courts. 73% of all the crimes the offender was not even caught. Culprits instead received on the spot fines or cautions. What does this say to criminals � that they can get away with whatever they want? Or is this representative of all the silly things people get punished for � for example being drunk in the street? What do you think?

You failed to mention that there was actually a 2% increase in the number of crimes dealt with by the judiciary, and frankly, idle speculation on whether it's representative of all the silly things people get punished for is a bit daft when the Home Office has produced a big lovely pdf full of statistics for us to argue about:
