Some petty crimes do not warrant a jail sentence and actually it might be more beneficial to look at other ways such as community service combined with the tag and an educational/rehabilitational programme.
However it would take a goverment with very large balls to put that suggestion in to practice while the public opinion leans towards 'throw away the key.' (Which is funny cause the same people often turn around and say that prison is a holiday camp, but I digress).
Put simply, jail is not always the answer. But while people see it as such another way will not be welcome. Especially not my suggestion.

We should build 5 new prisons for TV License dodgers.
Factoid:
"Excluding motoring offences, default on television licence fines accounted for the largest single number of female fine defaulter receptions. There were more women imprisoned for fine default concerning television licence offences than there were for offences relating to theft and handling (16.2%), prostitution (5.6%), fraud and forgery (4.2%), violence against the person (3.9%), burglary and robbery (1.5%), or drunkenness (1.8%)"
TV license = 135 Prosecution and prison = 2,500+.
Punish non-violent crimes with work to benefit the community. Keep prisons for people who are dangerous to other people. Its stupid letting a murderer out to make room for a Council Tax defaulter.
