Could you list all the London Boroughs in which it is not an arrestable offence to be caught in possesion of Cannabis?

isnt it everywher? because as long as its only a small amount then they dont mind well i say that, they dont mind but they will warn u and depending on how keen they are about bing a cop will either leave u with it or take it off u and have to put up with doing all the paperwork for it. o u cant be arrested but u can be warned and poss have it confiscated.
