Hazel Blears was on Question Time, and in answer to this question, she said it was to keep inflation down,
The reasoning, was that if they gave to the Police, then Nurses and a host of other Goverment run proffessions would be asking for theirs.

Didn't stop the Scottish police from getting theirs though., but she said that in Scotland, they were going to employ 5000 extra police, but because they got their full whack, they only emploed 500 extra.

Make of that what you will, I just think its a load of old flannel.
