Why? Is there anyone actively trying to solve it?

Look to Kosovo in the next few weeks/months for a similar conflict btw.

basically because both countries claim the land and hold part of it (and China owns some of it as well) and neither wants to give it up. While both countries are willing to go to war over it (and both are nuclear-armed), there's no prospect of a settlement. They'll just have to decide for themselves that the conflict is not worth the effort.
