My aunt is a health visitor and has to keep an eye on addicts' kids (as young as newborn babies). The policy is that it's better to keep kids with addict parents and monitor them than to put them in foster care. It's shameful.
I do have some sympathy for addicts - if they want to kick the habit they should be helped and pitied, but when kids come into the equation, their rights should go out the window. The children should, and deserve to be, put first.
