Funding further education (Performing Arts)

Are there any sources of financial assistance for a supremely talented young man who wishes to become an actor (TV / Film). Last year he rashly turned down a funded place at the Italia Conti school in favour of a university place which he then regretted and left as it stiffled his talent in favour of the academic elements!
Now he's finding difficulty in getting funding. Other than the arts council, does anyone have any idea where he could find financial backing to enable him to take up one of the places he's now been offered at performing arts schools?
