I would suggest a change in attitude to the understanding of what alcohol is, first and foremost it is a mind altering drug as bad as many illicit and illegal ones.
Those selling alcohol should have to have been trained to do so, as the consequences of providing the drug in inappropriate doses can be fatal (to those consuming, or those exposed to those who have consumed too much and inflict violence or accident upon them)
The second advantage of providing training to those who administer the supply of this drug is too provide a frame work that is uniform in the appraisal of who is fit and proper to consume.
the onus should be upon the individual serving alcohol to appreciate the large responsibility they hold on behalf of society, this should be backed up with the threat of personal responsibility (individual fine for bar staff), responsibility on the licensee (fines and loss of license) and on the individual consuming (fines) to not get bladdered and have fights or drive
A scheme similar to this operates (or did?) in Australia, where by a patron asked to leave the establishment who refused was given an on the spot fine if the police were called. The bar staff were personally responsible for mis serving individuals so they were more hot (and justified when asking someone to leave, "i can't serve you mate, i'm the one that gets the fine"). i always felt safe in Sydney and the rest of Australia i've travelled around
Australia has alcohol problems for sure, but they do have a different view on what is acceptable, this another idea they are considering, a ban system
