as i know, all chinese students have to register with police, even they move home address anytime!! they also have been asked to give finger prints now under new immigrant rules. not sure why students from some other countries dont need to? there must be some agreements between countries.

Well you learn something new from time to time on AnswerBank and this is one of those situations. It is a legal requirement made by the Home Office under the Immigration Regulation Act 1972 (Registration with the police). The link below lists the countries for which visitors may need to register. It should also say on your passport. The list is quite long but doesn't include lots of countries (India, Australia etc). I don't know who determines the countries for which registration is needed.
