I think it's something like if you're pregnant and you ask a policeman if you can wee in his helmet he has to say yes ... a bit like taxi drivers having bales of hay in their cabs .. might be a bye law but you won't find any hay in black cabs or policemen willing to let you wee in their helmets .. :)

There is an unrepealed law under which you can ask a policeman to shield you from the street should you be caught. However, it's highly likely that should you ever attempt this, the policeman will take an extemely dim view. Just becuase it's technically legal to shoot Welshmen in some town or other doesn't mean you'd get away with it!
