Would we have also seen a national strike called by the unions if the Tories and not Labour had been in power?

Much to the chagrin of the Trade Unions, the present Labour Government did not repeal any of the Labour Relations Laws introduced by Mrs Thatcher. I suspect that regardless of who was in, at the moment many people are fearful of losing their jobs and striking is the last thing on their minds.
On the other hand, if the Tories were in and were doing absolutely nothing to try and help people (which seems to be Cameron's current policy for dealing with the financial crisis and recession), then their might have been a backlash.
