Reading the OPs link I sympathise with the plight the Somalians find themselves in and can see why they've turned to crime.
Europe saw Somalia as easy pickings when the government collapsed; there was no-one to complain about them illegally fishing and dumping waste in Somalian waters. This has destroyed the livelihood of the fisherman. Even the mafia was contracted by European countries to dump waste off the coast of Somalia!
