If he'd have just said "scuffer" the argument would be who is this idiot? No more than that.
But, he used the term Scottish before it clearly as a derogatory term, and that's wrong.
Again if he called him a ginger or some such he'd just be viewed as commonal garden idiot.
This is no way for an honourable member to behave, an M.P would be the first berate you or I for behaving in the same manner, especially at a football match.

Asians are a race of many nations.
For instance many Malaysians hate the Chinese even though they're both Malaysian.
I agree entirely with your reaction at the wedding, indeed whenever I hear racist epiphets I just think what an idiot.
But if you refused to be dealt eith by a copper of any race or nationality, you'd get short sharp shrift.
An M.P should'nt behave in such a manner, I think if colour had been involved he'd have been arrested.

Parafin he called the copper a Scottish scuffer and he had to look up what it meant!
It's all a bit petty really.
Using an example of Gordon Brown saying that is irrelevant,as is the Asian analogy.

The MP was out of order and should be a little more polite in his dealings with the constabulary.
But the idea that a long-serving police officer has to run to his superiors because he has allegedly been called a Scottish (correct) scuffer (possibly mildly derogatory, depending on your interpretation) beggars belief. Senior police officers (and indeed junior ones such as PC McQuarrie) have better things to do with their time (paid for by the taxpayer) than investigate non-events such as this.
The PC needs to be a little more robust.

And how, paraffin does he quantify his vast losses when his lawsuit is heard and, presumably, found in his favour?
It is about time the people of this nation (and in particular police officers) grew up and got on with their lives instead of bleating about such trivia.
