Teenage Attitude

I have a 12 year old daughter who has been consistantly been behaving badly since i can remember.  She started senior school 18 months ago and has had end after end of problems there, and i have even moved area to give her a clean slate, but the problems have started again and she is refusing to go as she is once being 'picked on' from other pupils.  She has a very bad attitude to everybody, she is lazy (like most) and very aggresive, im coming to the end of my tether what can i do?
