I have found out it is in memory of the Mountbatten murder by the IRA.
But that was the 27th of August

I mean I know the police can be a bit slow off the mark but that's ridiculous

So I still don't know.
Isn't 9/11 actually the 11th of September ?
It is in rememberence of all the 23 New York Police Officers and 37 Port Authority police Officers who lost their lives in the Attack on the World Trade Centre on 11th September 2001
The 343 Firefighters are no doubt remembered with the flags flying over Fire stations

Dot, I'd agree with you if it were the 11th, but this was early morning on the 10th.
Was it locally, hc, or nationwide? If local, check your local paper, see if any police have been killed anywhere?
In protest at Prince Edward visiting troops in Iraq
Like every thing the police have to do they do it half a*rsed, couldn't be bothered to continue pulling it up and gave up
