Well , it all depends on where you pick your frame of reference

If you want to refer to a decade like we usually think of them in our culture , the 20's 40's etc , then 2010 starts a new decade .

But , let's not dwell on that - i'm more interested in answers to my question

a decade is ten years, Berti, feel free to start it whenever you like! But I shall call it 1965, which was a jolly good year and worth revisiting.

When the Church Fathers created the Anno Domini dating system many centuries ago, there never was a Year Zero. The very first year of the Christian calendar was 'Year 1', so obviously all decades thereafter ended at 'Year 10', not 'Year 9'. Simples!

Most of us don't buy into that religious guff and so the simply numerical form of the year number is what matters, and so today is the start of that decade of dates in which the four digit year number is of the form 201x.
