i read yesterday on bbc web site that a man has been find £60 for blowing his nose with a tissue whilst parked in a traffic cue with the handbrake on and out of gear (he is contesting this of course) hope to god he wins this case
the police said he was not in ful control of his car?(stopped with brake applied) so a bus driver with up to 60 passengers on his bus then cant be in control of his vehicle when both his hands are off the wheel when issuing tickets and change, would they fine every bus driver ? they should if this guy looses his case,

As per usual there was more to the littering story. The guy didn't get fined for dropping a tenner. He got fined as he'd dropped rubbish accidentally including the money. He was asked to pick the rubbish up and refused.
I think it was good that he got fined there is no excuse for littering up our streets.
As for the nose blowing, more than likely there is more to that too, probably rolling forward with both hands of the wheel or somesuch.
