I wondered how on earth did she got this job and then I read:

Personally, I want what most people want - the best person for the job. Some forces said that a copper used to have to be 5ft 10" before the McPherson report. I know some smaller coppers who do a great job. I would go as far as saying that if they weren't allowed to join the force would be worse off.
I would much rather have a 5ft policeman who was a good at dealing with the public than a 6ft policeman who wasn't.

ahmskunnirt - to give you an example - I used to work in the pub business and on a Friday / Saturday night we used to have doormen on to ensure that there was no trouble and that the number of people coming in was limited.
A couple of women could handle groups of men far better than a couple of men could - a group of men (especially if they have had a drink or are in the mood for a fight) will easily turn on a couple of doormen. There was never a single fight when women were on the door - as men (even riled up ones) will automatically NOT want to get into a fight with a woman.
As I said - I would prefer the right people for the job. A police officers job is very varied and to only look at one issue (eg riots) is far too simplistic. You can't employ people on the basis of what will happen a few days a year.
