If the two animals that killed James Bulger had been hanged then we would not have half the problems we have today. I am pointing to the yobs that killed a shopkeeper with a hammer in the news today hanging would have made them think twice ?
It is unlikely. Some other countries use murder as a form of punishment. It hasn't stopped violence in their society. In fact generally speaking they often seem to have more of it. Rule by fear probably only works, as far as one can say it works, in a small country/community where the idea that one is unlikely to get caught, isn't dominant.
Before they abolished hanging murder rates were very low. I lived close to Albert Pierpoint the hangman he bloody scared me !!!!!! .What alternative would you like to see to deter the yobs who know if they kill someone they serve a paltry sentence and they are back out to carry on where they left off.

Before they abolished hanging juries were reluctant to pass a guilty verdict that would result in capital punishment. There were just as many victims of violent crime who lost their life.........the killers often got custodial sentences that kept them behind bars for years.
Pierrepoint's right, too. America executes people but is their murder rate less than ours? People aren't deterred by the severity of punishment but by the certainty of it. In other words, they don't think they'll get caught. (Or they don't stop and think about it at all.) Does anyone really think it would somehow have deterred Venables?
