Perfectly fair and perfectly democratic, though it grieves me to say so. If Brown had resigned on the spot the Queen would have had no alternative but to send for Cameron and invite him to form a government. This he would accept, but with no guarantee of being able to do so. If talks with opposition parties broke down he would be back at the palace within a few days with his tail between his legs, tendering his own resignation. Far better to let the whole unhappy scenario play itself out, so that when the Queens invites the next person to form a government he can do so with confidence.

truth hurts - you said anyone, you didn't specify they had to be the leader of a party!
bob, that's a bit harsh. He may lack social skills, but I understand that he is an exceptionally clever man with a wife and children who love him and at the end of the day, I believe that he had the nation's best interests at heart.

My use of the pronoun "he" referred to the "next person the Queen invites to form a government", (who, unless you know something I don't, is expected to be male) i.e that person will be able to reassure HM on that point. It did not refer to HM directly. Read very carefully in future before you decide to jump down someone's throat.
