I'm not saying the Shah was a good bloke or denying all the human rights abuses that went on, but Iran was a prosperous country very friendly with the West and a major importer of our manufactured goods, services and weapons. His regime was no worse than the China of today and we are breaking our necks to do business with them.

China is unlikely to accept aid from oversees as it would be an admission that they could not look after their own people. They are very wealthy and do not need our aid. They expect floods and are prepared for it.
