I wouldn't necessarily assume he's a nutter just because he's talking nonsense. I think it's quite cynical.
These remarks aren't addressed to the west - they're directed to the people at home who keep him in power. He's saying the things he thinks they want to hear.
Of course he may well just be a nutter.
Either way, not someone who should be in charge of a nuclear weapon.

I'm not sure the mullahs are that keen on him. He's not a religious hardliner at all, he's a populist. He upset the real hardliners a year or two back by shaking hands with his old schoolteacher - an old woman in chador - on a stage: they were outraged that a male and female should make physical contact in public. I think the mullahs would vote for him ahead of any reformist, but that's about as far as it goes.
