In my opinion, it's more likely that they want to be see treating 'SOME' sections of society more fairly than others.

Have to agree with Birdie's eminently common-sense answer. It's like the Royal College of Surgeons advertising 'We particularly welcome applications from people with learning difficulties as they are currently under-represented in our workforce' (No mockery of sufferers implied or intended).
