Should this sort of thing been thrown on the scrap heap as soon as Labour were kicked out?
I find it horrifying that this sort of thing is allowed to take place in a so called free country.
This is the type of thing that the Nazis introduced, but that was against all non Aryans and those who criticised the party, children were even encouraged to report their parents and their relatives.

Totally ridiculous to brand children of that age anything. childhood should be exactly that and registers such as these should be done away with along with the equally ridiculous SATS tests. It's just plain wrong to brand a 7 year old anything be it racist, homophobic or stupid based on some observation or test.
If teachers upped their game a little and actually taught children how to be good citizens instead of paper chasing morons who buy into the idea that certain things brand you a success or failure you wouldn't need either. Whatever happened to teaching kids good values and to be nice people? THAT is what is important.

The school CAN also keep the pupil’s name and ‘offence’ on file. The record CAN be passed from primaries to secondaries or when a pupil moves between schools at the request of the new head.
And if schools are asked for a pupil reference by a future employer or a university, the record COULD be used as the basis for it, meaning the pettiest of incidents has the potential to blight a child for life.
And my favourite line:
"In the majority of cases, the ‘racist’ spats involved mere name-calling"
there speaks someone who has never been bullied.
