records of application for set aside of a ccj

Is there any central record of applications for the set aside of a ccj? - I have spent a year and a great deal of money chasing a trader for faults on a car.

He has not replied to a single letter, phone call or email from me, my solicitor or the court in a year, but still is happily trading.

I've obtained a CCJ and he has now appeared out of the woodwork stating he's been abroad and wants the CCJ set aside.

I believe he is playing the system and would like to know if there is any way I can find out if he's done this before.
