Arrests for Incitement to riot

There has been a few arrests for incitement but the real number of those that incited others must run into thousands. Will the law go through every mobile phone log and through all of facebook/twitter and other sites and prosecute everyone? What is the criteria for an incitement conviction and how hard is it to make an incitement conviction stick as surely many could just say they were joking when they texted, tweeted or posted a message urging others to loot and riot? What kinds of sentences can inciters expect?

People who have joked about taking a bomb onto an aircraft have had cause to wish they hadn't. There can't be any acceptable excuses.

I imagine it's ringleaders and such they will be mainly targetting, those who spread the word to organise meet ups to cause problems. Maybe it they are successful it is a disincentive to others to try and use certain channels to broadcast such meetups, at least cutting down more incidental involvement eg someone who sees it on a social media post/group they would never have known about otherwise.
