e-mail problems

my pal cannot access his yahoo e-mail in either chrome / firefox/ ie
in the first to its says cannot (something or other) will cause infinite loop ??
on ie it say cannot access this page /? ivec done all the delete cache /cookies thing etc as some pother forums have said but no luck
yet everything works ok on my comp
any clues, it seems this is happening all over the world to some people mainly usa,
