For more on marking an answer as the "Best Answer", please visit our FAQ.This is my initial thought.. she's single,looking to get pregnant as cheaply as possible therefore is'nt a rich woman.. the NHS gets her up the duff by spending lots of nhs money.. she starts getting paid child benefits and all the other benefits single mothers claim .. so if the NHS is doing this, the person who said its ok to do this should be sacked..
Is your friend a lesbian.... if so the best method would be to advertise for a donor willing to provide the necessary on a no involvement basis unless you have a male friend who can help. you can get kits online and while I know people joke about turkey basters better to use the right equipment.
Remember a donor will need to be tested for HIV etc and practice strict safe sex/abstain for 3 months then be retested prior to the act... and it may take a number of attempts so your friend would really need to trust him to keep her safe.

I seriously considered donor insemination some years ago....not in a relationship with a man and clock was ticking...I was able to support myself and a child... as it happened circumstances precluded it but the drive can be so painfully strong I would not think less of any woman who felt the need to go down this path. Some who use the donor route prefer the donor parent to be involved BTW I know one couple where this worked very well
