Tesco club points exchanged for restaurant vouchers

When you redeem Tesco club points online for restaurant vouchers and you spend them on a meal, does the restaurant then claim the cost of the meal back from Tesco? If not, what's in it for the restaurant?

I used £7.50 of Tesco vouchers to get £30.00 of restaurant vouchers.
I wouldnt normally go to Cafe Rouge because it aint really french but to be fair the meal was OK served by a bloke pretending to be french, the deal didnt include drinks which is a cost unless you can survive on free tap water.
Markup on food means that the food cost on £30 is under a tenner but they hope you may return again and pay full whack.......i wouldnt
