Two Bt Bills...

I pay two BT bills quarterly. One is for 'line rental' and the other for the services provided. The bill for one of these hadn't arrived so I sent an e-mail to BT.
They replied stating it is a ceased account.
Why would they expect someone to continue paying rental for a line when they weren't paying to have anything use the line?
