Half-Remembered Tv Film

Does anyone remember this, I think it was a one-off TV film, comedy-drama, possibly late 1980s. It depicted life in a company where the staff were ruled by a woman who only ever appeared on a screen, never in person. At some point it’s discovered this company doesn’t actually do anything, it just exists to keep all these people employed. A sort of rebellion ensues, and the mysterious CEO woman appears on her screen, sternly trying to quell the unrest. Someone loses patience with her, grabs the screen and shakes it around in anger. Absurdly, on the screen the woman is also shaking around as though she knows someone’s shaking the screen. It even then cuts to her sitting at her desk from where she ‘broadcasts’, shaking from side to side and comically crying out. Absolutely ridiculous but it was quite funny.
Just out of curiosity I’m trying to remember what this film was. I’m certain it was made for TV, possibly Channel 4. I thought it might have had the word ‘Office’ in its title but various attempts to search for it including on IMDB have been fruitless. Unfortunately I can’t recall any of the cast. I’m guessing I’m going to draw a blank on this one but thought it might be worth a try!
