student loans

my friend went to Manchester Uni from 2002 and left because of marital problems in feb 2004. This summer she managed to get back in, though clearing and start her second year in Portsmouth Uni ,however financially she is finding it a real struggle LEA are making it difficult as to paying for her fees because of the break and are now refusing to pay off her tuition fees and apparantly her loan for the next two years will be affected ,In short she has no money coming in and a very understanding landlord to pay plus all her bills. She has no family financial support plus she is a mature student trying to get housing benefit but they wont pay her until her loan has started.. she started in early October ..any suggestions
