Banned From A Forum ..... Help Please .....

This is or a friend .... believe that if you will, but I've nothing to hide, it really is for a friend .....

So a friend of mine was on a share chat forum and has recently been banned. He wants to get back on and has tried re-registering using a VPN and different email address. He is using an ipad and somehow the website knows he's banned and won't let him register. One attempt let him register, then post one message, before he got a message saying he was banned.
He's cleared cache and cookies, but no joy.

Anyone any ideas please??
