Ref'penalty Notice

i received a penalty (littering from vehicle.
apparently someone threw a cigarette butt out of the car (three people in car) .As the driver of the vehicle it is my responsibility. whilst i cannot argue the notice.my question is.
the date of the offence was 14/03/2022 the letter states date of issue/posting is 19/03/2022
that is 15 days after the offence and i thought i should have been notified within 14 days
is this correct or not.

You're stuck with either paying the fixed penalty notice or going to court. As you seem to have no valid defence though, going to court could get very expensive. (See the bit in my link above about the guy who actually did turn up in court, rather than the lead part about a guy who didn't. He ended up paying £720 in total). All I can suggest is asking the other people...

Even if you meant the 29th, if it's outwith London, the limit is thirty-five days.
Article 4(5) of The Littering from Vehicles Outside London (Keepers: Civil Penalties) Regulations 2018, states,
"A penalty notice must not be given—
(a)after the end of the period of 35 days beginning with the day on which the littering offence in question occurred,"

All I can suggest is asking the other people who were in the car (or, at least, the smokers who were among them) to chip in to help you out.

Utter nonsense. Just like all other property, ownership of a vehicle rests with the person who bought it, was gifted it or otherwise acquired lawful title to it. That's not necessarily the registered keeper but it's most definitely not DVLA!
