Anyone Involved With Scouts/Guides Late 60S / Early 70S?

My children were involved in a huge pageant / parade that I believe was nationwide.  Everyone dressed in costume representing people and life through the ages, my son was Cromwell and my daughter was an Elizabethan.

None of us can remember the significance of this event.  It was too early for the queen's silver jubilee and we've been trying to remember for weeks.

Any ideas?
