Legalities on changing energy supplier

I am having my key meter (electric) changed to a standard meter. But I was told by my supplier that it is free, *unless* I change to a different supplier within 12 months. Is this correct? I ask because locally we're being hounded by salesmen for energy suppliers, and they all say that it is illegal for my current supplier to charge me for the new meter should I change suppliers. (providing there is debt) Can some one verify the truth here? Please, thanks in advance. :-)

It sounds irregular, but I'd check with the Office of Electricity Regulation, tel 0121 456 2100. If they can't clarify it for you they can put you in touch with your local Electricity Consumer Council which should be able to help. I found them helpful over a different but related matter.
